Bureau of Waste Management

Provides management oversight and support for the state: hazardous, municipal, and residual waste programs; environmental cleanup programs; municipal waste planning and recycling programs; and storage tank program. Provides technical and administrative support to the department's Solid Waste Advisory Committee. Administers the host municipality inspector program. Manages the HSCA (Hazardous Site Cleanup Act), Recycling, Solid Waste Abatement and Storage Tank Funds.

Divisions/Programs

Hazardous Waste Program .......... Vacant

Manages and maintains the hazardous waste management program in coordination with the Federal hazardous waste (RCRA) program. Provides generator, transporter and treatment, storage and disposal facility (TSDF) support. Issues permits for hazardous waste and infectious/chemotherapeutic waste transporters.

Municipal Waste Program and Residual Waste Program........... Steve Socash

Manages and maintains the municipal and residual waste program. Develops and maintains regulations, technical guidance documents, forms and fact sheets. Develops beneficial use and general permits and issues authorizations for municipal waste, residual waste, and waste tire transporters. Provides permit and technical expertise to Regional Office staff relative to municipal and residual waste permitting issues.

Division of Waste Minimization and Planning ....... Larry Holley

Administers the municipal solid waste planning, recycling, and grant programs, resource recovery development grants program, and household hazardous waste (HHW) program.

Division of Reporting and Fee Collection.............. William J. Sedlak

Collects and manages receipt of Act 101 recycling fees, Act 108 hazardous waste fees, and Act 90 waste disposal fees. Processes hazardous, municipal, and residual waste reports and provides information on hazardous, municipal, and residual waste generated, managed, and disposed in Pennsylvania. Processes hazardous waste manifests.

Manages the Municipal and Residual Waste Transportation Authorization Program.

Remediation Services ................... George Hartenstein

Manages the statewide general technical assistance, interim response, and laboratory contracts for performing site assessments, interim responses, cleanup system designs and other technical assistance as part of the environmental cleanup program. Manages multi-site remediation agreements (MSAs). Manages the Hazardous Sites Cleanup Act (Act 108 - HSCA), and the Federal Superfund (CERCLA) and the Underground Storage Tanks Cleanup programs. Aids in administering the Natural Resource Damage Assessment (NRDA) program.

Storage Tanks Program .............. Charles Swokel

Administers the commonwealth's storage tank program, which includes storage tank regulations, technologies, permitting, registration and administration. Collects and manages receipt of storage tank registration fees.
